The Lake Minnetonka Conservation District (LMCD), as the Responsible Government Unit (RGU) under the Minnesota Environmental Review Program, is responsible for making the determination for the need of an Environmental Impact Statement (EIS) for the construction or cumulative expansion of multiple dock projects that total 20,000 square feet of water surface area for the dock and maneuvering space. The LMCD received a new multiple dock license application from Bean’s Greenwood Marina, located on Lake Minnetonka within the City of Greenwood (St. Albans Bay). This proposed application required a mandatory Environmental Assessment Worksheet (EAW) to be prepared.
Bean’s Greenwood Marina has proposed to maintain the number of boat storage units (BSUs) at 120; however, reconstruct and reconfigure portions of the existing permanent dock. The mandatory EAW was distributed to the required agencies on 9/21/15, published in the 9/15/15 Lakeshore Weekly News, and published in the 9/28/15 EQB Monitor (with comments due in the LMCD office by 10/28/15). The LMCD received feedback from the City of Greenwood, Minnesota Historical Society, and Minnesota Pollution Control Agency by the 10/28/15 deadline.
At its November 4th meeting, the LMCD Board of Directors reviewed these comments and approved a motion for a negative declaration on the need to conduct an EIS for the proposed project. Please find below the initial EAW and notification to the Environmental Quality Board that includes the LMCD Record of Decision, Resolution 142 ordering a negative declaration, and the respective comments received during this process.
