Negative Declaration for Wayzata Yacht Club’s (Site 1) Mandatory EAW

The Lake Minnetonka Conservation District (LMCD), as the Responsible Government Unit (RGU) under the Minnesota Environmental Review Program, is responsible for making the determination for the need of an Environmental Impact Statement (EIS) for the construction or cumulative expansion of multiple dock projects that total 20,000 square feet of water surface area for the dock and maneuvering space.

The LMCD received a new multiple dock license application for Wayzata Yacht Club (Site 1) located within Wayzata Bay of Lake Minnetonka (1100 Eastman Lane, Wayzata). This proposed application required a mandatory Environmental Assessment Worksheet (EAW) to be prepared. Representatives of Wayzata Yacht Club (Site 1) have proposed to maintain the number of boat storage units (BSUs) at 127; however, reconstruct and reconfigure portions of the existing permanent dock.

The mandatory EAW was distributed to the required agencies on December 10, 2015 and was published in the December 15th edition of the Lakeshore Weekly News and December 21st edition of the Environmental Quality Board (EQB) Monitor (with comments due in the LMCD office by December 20th). The LMCD received comments from the Metropolitan Council, Minnesota Department of Natural Resources (MN DNR) Central Region, MN DNR Natural Heritage Information Systems, Minnesota Historical Society, Minnesota Pollution Control Agency, and U.S. Army Corps of Engineers.

At their February 10th meeting, the LMCD Board of Directors reviewed these comments and approved a motion for a negative declaration on the need to conduct an EIS for the proposed project.  Please find below the initial EAW, as well as LMCD Resolution #143 and the Record of Decision, with respective comments, ordering the negative declaration.   All questions can be directed to LMCD Executive Director Greg Nybeck at 952-745-0789 or
